RPP, Solarco and Progressive Bank sign MOA.
The Department of Energy's Project Management Office-Rural Power Project (PMO-RPP) led the signing of the Memorandum of Agreement last Aug. 25 between Solar Electric Company (Solarco) and Iloilo-based Progressive Bank for the commercial dissemination of solar photovoltaic systems in Iloilo. Through the Rural Power Project, the RPP-PMO is encouraging private RE companies and microfinance institutions to participate in the program to commercially dessiminate solar PV systems and provide electrification in off grid areas.

Iligan Light and Power Incorporated and RPP Project ACCESS are issuing a call for eligibility and to bid to supply, install, commission and provide maintenance services for twelve (12) solar photovoltaic systems in public facilities and end use appliances.

Bid Bulletin. This Addendum is issued to modify and amend items in the Bid Documents. This shall form an integral part of the Bid Documents.

Bid Bulletin No.1: Issued to modify and amend items in the bid documents on the supply, delivery, installation, commissioning and provision of maintenance services for the solar Photovoltaic Systems for barangays in Zamboanga del Sur and Zamboanga del Norte.

Project Access update (As of October 18, 2006)

The Department of Energy through its Rural Power Project, and in coordination with the Mirant Foundation Philippines Inc. (Mirant), Iligan Light and Power Incorporated (ILPI) and Winrock International implements pilot activities for the Project ACCESS.   The Project ACCESS uses the Sustainable Solar Market Packages (SSMP) approach which is based on extensive experience and lessons learned in providing solar photovoltaic (PV) electricity to remote communities.   
Under the SSMP approach, a contract would be competitively awarded to an “SSMP Contractor” for the supply of PV electricity services to a contiguous group of barangays (e.g., 10 barangays per award).   The package would be sized to provide sufficient volume of sales for the SSMP contractor to sustain the services on an efficient, affordable basis.
The status of these pilot projects are as follows:

  • Mirant SSMP.  Mirant executed a Memorandum of Agreement with the DOE to finance the contract cost for the implementation of electrification projects for 53 barangays in the provinces of Aklan, Masbate, Northern Samar and Palawan.  Mirant and DOE have pre-qualified 14 firms to participate in the procurement process.  A pre-bid conference was held last 29 September 2006 at Board Room, Oakwood Hotel.   Bid Bulletin No. 1 has been issued to pre-qualified firms amending the Bid Documents.   The deadline for the submission of bids will be on 23 October 2006.
  • Winrock/DOE SSMP.   Using DOE funds, Winrock will be implementing SSMP projects for 21 barangays in Zamboanga del Sur and del Norte.   A pre-bid conference was held last 23 October 2006 at AMORE-WI Office, Ortigas Center, Pasig City.   Bid Bulletin No. 1 and No. 2 have been issued to prospective bidders amending the Bid Documents.   The bid submission and opening will be conducted on 23 October 2006.
  • ILPI SSMP. ILPI has executed an agreement with the DOE for the electrification of the remaining two (2) unelectrified barangays in Iligan City using ER 1-94 funds.   ILPI is expected to award the contract to Solar Electric Company on 23 October 2006.

Phase 2 Projects

In addition, DOE is now undertaking preparatory activities for the scale-up projects covering around 500 barangays. The procurement process expected to commence by January 2007.   The estimated number of barangays and confirmed sources of funding are as follows: 

  • KEPCO Philippines - 110 barangays;
  • Malampaya Funds - 120 barangays;
  • DOE Remote Area Electrification Subsidy Projects - 180 barangays
  • SPUG - 100 barangays

This call for eligibility and to bid is to supply, install, commission and provide maintenance services for twelve (12) solar photovoltaic systems in public facilities and end use appliances in two (2) barangays as well as to commercially sell, market and install a number of solar home systems (SHS), i.e. 100 SHS, for private customers in Barangays Panoroganan and Kalilangan, Iligan City.

1. The Iligan Light and Power Incorporated (ILPI), through the ER 1-94 and Rural Power Project, intends to apply the sum of Two Million Seven Hundred Thousand Pesos (Php 2,700,000.00) being the Approved Budget for Contract (ABC) to payments under the contract for the Iligan Project ACCESS Contract. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Iligan Light and Power Incorporated (ILPI) now invites sealed bids from eligible bidders for the supply, installation, commissioning and provision of maintenance services for five years for twelve (12) solar photovoltaic systems in public facilities and end use appliances in two (2) barangays in Project ACCESS area Iligan as well as for the commercial selling, marketing and installation of a number of solar home systems (SHS), i.e. 100 SHS, for private customers in the same Project ACCESS area. The description of an eligible bidder is contained in the Instructions to Bidders (ITB).

3. Bidding will be conducted through open competitive bidding procedures using pass/fail non-discretionary criteria. Only bids from bidders who pass an eligibility check will be opened. The process for the eligibility check is described in the ITB. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the Bid to technical and financial requirements of the Project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

4. Interested Bidders may obtain further information from Iligan Light and Power Incorporated (ILPI) and inspect the Bidding Documents at the address given below from 9:00 to 5:00 pm; Monday through Friday.

5. A complete set of Bidding Documents may be secured by interested Bidders from the address below or maybe downloaded at the weblink provided above. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

6. The Iligan Light and Power Incorporated (ILPI) will hold a Pre-Bid conference open to all interested parties on 23 August 2006 at ILPI Office, Bro. Jeffrey Road, Pala-o, Iligan City.

7. Bids and eligibility requirements must be delivered to the address below on or before 11 September 2006; 12:00 noon. Late Bids shall not be accepted.

8. Bid opening shall be on 11 September 2006; 12:00 noon at ILPI Office, Bro. Jeffrey Road, Pala-o, Iligan City. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below.

9. The Iligan Light and Power Incorporated (ILPI) reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
